Not much in practice.

Different max power limits (not an issue on a portable), no forced narrowband for RTTE, and they supposedly need that "cyclic keying" power ramp up/ramp down function turned on in Motorola gear.

That's pretty common with most stuff you buy there, even in supermarkets etc.

My girlfriend taught English there for six months, she speaks almost no Japanese but she got by fine because of this.

The only thing you miss out on as far as I can tell with not officially having IPSC in the subscriber is Roaming, where Motorola took Voting Scan, gave it a new name and pretended it was new. If you don't use it anyway, it's no big deal.

For what it's worth, ACMA (our FCC's) view is that it's not illegal by the letter of the law, but it's against the spirit of amateur radio because you can't get the specs for P25 without paying $$$$. (Well a government employee can get them for free, but everyone else has to pay.)
