Well since this came back, 900 mhz can't be used just south of Albuquerque, NM (I think it's 50 miles or so) due to White sands missile range. I seem to recall that even in the Albuquerque area, transmitter power on 900 mhz is limited to 50 watts. I guess they don't take kindly to interference issues!

They used to. So did KDOT. I have a ex-KDOT lowband X9000 (with VHF VRS) somewhere in my stash.
