Just having a poke around the schematics in the XTS2500 service manual, and on the UCM connector there are pins in there that are labelled "Type I only"
I was under the impression the XTS2500 wasn't capable of type I crypto - but from all the references in the service manual this appears to be wrong.

The UCM's in the 2500 platform radios connect via the keypad from what I hear. You can buy a retrofit package (eventually) which will allow you to convert your radio from a "A" 2500 (aka 4mb) to a "B" 2500 (8mb) which in theory, will also include the $40ish keypad change out which allows for the connection of a UCM.
I doubt at this point that they would retool two different keypads one for type 1 and one for non-type 1, since pretty much they are making everything software controlled these days.
If they wanted to lock it down, they'd probably say, oh, well, you need firmware xyz which is restricted to agency's abcde. Software is almost always cheaper than hardware.

OK, i've done some more investigation and it appears that XTS2500 Type I support is the same as the 5k - it requires some physical modifications in the form of removing a few zero ohm resistors.. etc etc. Maybe a specific firmware version is also required too?
Alex - I must disagree with your point. Type I CCIs are so rare and elusive (read costly) that the cost of doing a few hardware mods to a radio is irrelevant. If you need this level of security then thats just the cost of doing business.
