C4FM by itself does not P25 make. Gotta have IMBE and the P25 CAI in there somewhere.
What makes even less sense to me is, if it is in fact a P25 radio then why premiere it at the Tokyo Ham Expo and not Dayton? There is zero market for P25 in Japan.

That's pretty common with most stuff you buy there, even in supermarkets etc.

well the Vertex portables and mobiles look like MOTOTRBO as does the repeater (8400)
I am guessing that it's TRBO and not P-25
HOWEVER, I do know that an astro spectra will do C4FM per its programming parameters.

That's because the TRBO radios they showed pictures of in the paper are TRBO radios
C4FM mentioned in isolation means absolutely nothing at all. There's a lot more to any digital voice signal than the modulation scheme. They said in the paper that they're coming up with their own homebrew thing for the amateur market, and that's exactly what I expect they'll do.
There will be very superficial similarities such as the general type of modulation scheme, the fact it'll be FDMA initially and then 2-slot TDMA, but in all likelyhood that's where the similarity will end.
