Uh, SDR still requires a great deal of hardware engineering. You don't just program the radio to tx from 30MHz to 900Mhz and off you go. While you probably know that, your post seems to imply it's just writing some code. Couldn't be further from the truth.

NXDN is a nice toy.

Too bad the audio sounds like one has a sock in one's mouth. Like all digital modulation schemes.

6.25KHz is a pipe dream. Unless Motorola throws R&D at it I doubt we'll ever see a commercially viable solution.

Actually it doesn't work when there's PS only spectrum, in LA PS has 12 megs of UHF T-Band dedicated to PS, plus another 25 or so channels of exclusive use 470-476 spectrum (470 pairs have sold for up to $500k each recently). Their spectrum is quite mismanaged (LAPD and LA Sheriff's do NOT need 120 ...

No the biggest mistake the gubment made was allowing Nextel to buy up 800/900MHz and then believing Nextel when they said "we'll pay for the migration"
